WASHINGTON, D.C. — A bill authored by Montana Congressman Troy Downing to crack down on COVID-era loan fraud cleared a key committee vote Tuesday, advancing legislation that would give prosecutors more time to pursue criminals who exploited pandemic relief programs.
The House Committee on Small Business voted favorably on H.R. 4495, the SBA Fraud Enforcement Extension Act, which Downing introduced with Congressman K. Michael Conaway (R-TX), with bipartisan support. The bill now moves to the full House of Representatives for consideration.

The AMERICANS Act reinstates over 8,400 service members who were wrongfully discharged during the Biden Administration's disastrous COVID-19 vaccine mandate. The Major Richard Star Act would expand financial support for combat-disabled veterans who retired from the military.
The Veterans 2nd Amendment Protection Act would safeguard the Second Amendment rights of veterans who receive assistance from the Department of Veterans Affairs. The Veterans’ Access Act of 2025 would enhance healthcare services through the VA by expanding community care options for our veterans. As your Member of Congress, I will work to ensure our military and veterans have an advocate in Washington to ensure they receive the support they have earned.
Representatives Troy Downing (MT-02) and Ryan Zinke (MT-01), along with U.S. Senators Steve Daines and Tim Sheehy, today introduced a bicameral resolution disapproving and removing the Bureau of Land Management’s 2024 Miles City Resource Management Plan Amendment (RMPA). The Miles City RMPA effectively ends future coal leasing within the Miles City Field Office planning area, which will have an adverse impact on Montana’s jobs, economy, and energy security.
