OVERVIEW

  • Community Project Funding (CPF) is the House term for Member-specific project 
    funding requests, while Congressionally Directed Spending (CDS) is the Senate term.
  • Accounts accepting CPF/CDS projects are determined by the Appropriations 
    subcommittee and can change each year.
  • These are funding opportunities for a specific recipient, in a specific location, for a 
    specific purpose (i.e. $500,000 for the Lewis & Clark County Sheriff’s Department to upgrade communications equipment).
  • Applicants are encouraged to contact Downing.Appropriations@mail.house.gov as early 
    as possible to schedule a mandatory, 15-minute project consultation call.

Timeline 

  • Congressman Downing’s application deadline for FY 2027 is March 6, 2026 at 5 PM 
    EST (3 PM MT).
  • Each project application will then undergo extensive review and consideration.
  • The office will notify applicants if your project was submitted by Congressman Downing
    to the House Appropriations Committee.
  • The House Appropriations Committee then determines which projects will be funded. Not all requests submitted by Congressman Downing may receive funding.
  • NOTE: All deadlines, guidance, and requirements are subject to change in accordance with the House Appropriations FY27 Guidance

Know Before You Start

  • Only non-profit organizations and local, state, and Tribal governments are eligible to 
    submit projects. For-profit companies, individuals, and corporations are not eligible.
  • CPFs are intended to be a one-time funding source.
  • Successful projects may not receive funds for up to a year (or more) after the 
    appropriations bills are signed into law.
  • Once a successful project is included in a final spending package, the project must 
    complete a grant application with the relevant agency before funds are disbursed.
  • Projects must comply with permitting and regulatory hurdles to receive funds
  • CPF funds cannot be used to reimburse expenses completed before final agency 
    approval.

  • Applicants are discouraged from applying for projects that: cover salaries and benefits for employees; are for beautification purposes; involve construction of new jails, detention facilities, election facilities, or 
    buildings to conduct local government services
  • Projects should have broad community support and will be required to submit letters of community support with their application
  • CPF is a funding opportunity, not a guarantee.
