Community project funding requests submitted for fiscal year 2027 by Congressman Troy Downing will appear below. Submissions will be listed in alphabetical order. Additional submissions are expected.

Broadwater County Patrol Car Laptops

Explanation:  This project will upgrade the office’s patrol car laptops to ensure deputies have access to reliable communications going forward.

Columbus Fire Rescue Station Renovations

Amount: $2,000,000
Explanation: This project will fund the expansion and modernization of Columbus’s twenty-four-year-old fire station to accommodate for significantly increased service demands and staffing needs.

Law Enforcement and Emergency Operations Center 
Recipient: Stillwater County
Location: 400 E 3rd Avenue North, Columbus, MT 59019
Amount: $3,000,000
Explanation: This project will fund the construction of a new law enforcement/emergency operations and dispatch center in Stillwater County. The historic courthouse currently houses the law enforcement/dispatch center which has become inadequate to the growing demands of the Stillwater County Sheriff's department and emergency calls for service.

Explanation: This project will fund the purchase of a new security system for McCone County’s courthouse. This system will provide a safer working environment for county employees, a safer environment for the courtroom, and a safer environment for every visitor to the courthouse.

Explanation:  This project will fund the purchase of a new law enforcement vehicle with updated equipment.

Explanation:  This project will fund the purchase of four new deputy vehicles with necessary equipment and electronics.

OVERVIEW

  • Community Project Funding (CPF) is the House term for Member-specific project 
    funding requests, while Congressionally Directed Spending (CDS) is the Senate term.
  • Accounts accepting CPF/CDS projects are determined by the Appropriations 
    subcommittee and can change each year.
  • These are funding opportunities for a specific recipient, in a specific location, for a 
    specific purpose (i.e. $500,000 for the Lewis & Clark County Sheriff’s Department to upgrade communications equipment).
  • Applicants are encouraged to contact Downing.Appropriations@mail.house.gov as early 
    as possible to schedule a mandatory, 15-minute project consultation call.

Timeline 

  • Congressman Downing’s application deadline for FY 2027 is March 6, 2026 at 5 PM 
    EST (3 PM MT).
  • Each project application will then undergo extensive review and consideration.
  • The office will notify applicants if your project was submitted by Congressman Downing
    to the House Appropriations Committee.
  • The House Appropriations Committee then determines which projects will be funded. Not all requests submitted by Congressman Downing may receive funding.
  • NOTE: All deadlines, guidance, and requirements are subject to change in accordance with the House Appropriations FY27 Guidance

Know Before You Start

  • Only non-profit organizations and local, state, and Tribal governments are eligible to 
    submit projects. For-profit companies, individuals, and corporations are not eligible.
  • CPFs are intended to be a one-time funding source.
  • Successful projects may not receive funds for up to a year (or more) after the 
    appropriations bills are signed into law.
  • Once a successful project is included in a final spending package, the project must 
    complete a grant application with the relevant agency before funds are disbursed.
  • Projects must comply with permitting and regulatory hurdles to receive funds
  • CPF funds cannot be used to reimburse expenses completed before final agency 
    approval.
  • Some subcommittees require matching funds–please refer to guidance here.
  • Applicants are discouraged from applying for projects that: cover salaries and benefits for employees; are for beautification purposes; involve construction of new jails, detention facilities, election facilities, or 
    buildings to conduct local government services
  • Projects should have broad community support and will be required to submit letters of community support with their application
  • CPF is a funding opportunity, not a guarantee.
