Montana is known for its natural beauty and wildlife, and our natural resources and public lands must be protected for the enjoyment of generations to come. As a lifelong outdoorsman, I will work with my colleagues to find responsible solutions that preserve my constituents’ access to this fundamentally American resource.
As a former Montana Land Board Commissioner, I was proud to help manage and conserve our state lands, including playing a key role in the creation of the Big Snowy Mountains Wildlife Management Area.
I am proud to serve on the House Committee on Natural Resources, where I continue working to support responsible land management, protect Montana’s outdoor heritage, strengthen rural communities, and ensure future generations can continue to enjoy the freedoms and opportunities our public lands provide.

Congressman Troy Downing (MT-02), alongside U.S. Senators Steve Daines and Tim Sheehy, introduced the “Montana Sportsmen Conservation Act.” The bill returns three Wilderness Study Areas (WSA) to general management. Each WSA is recommended for release by their respective agency’s land and resource management plan revisions and retains certain protections for these WSA’s while providing more flexibility for land managers to mitigate wildfire risk, restore wildlife habitat, and increase sportsmen access.

WASHINGTON, D.C.—Congressman Troy Downing (MT-02), U.S. Senators Steve Daines and Tim Sheehy, as well as Ryan Zinke (MT-01) today announced that President Trump signed their bill that unlocks Eastern Montana mining into law. The bill removes the harmful Biden-era Miles City Resource Management Plan Amendment (RMPA), which will further help unleash Made-In-Montana energy.
Congressman Troy Downing (MT-02) and Senator Steve Daines (R-MT) introduced the “Lower Yellowstone River Native Fish Conservation Act.” The bill reaffirms that the Bureau of Reclamation (BOR) retains exclusive ownership, operational control, and financial responsibility for the Lower Yellowstone fish bypass channel, built to support the recovery of the endangered pallid sturgeon.
WASHINGTON, D.C.—Today, Congressman Troy Downing (MT-02) introduced the Floodplain Enhancement and Recovery Act. This bill exempts ecosystem restoration projects in regulated floodplains from having to demonstrate no net impact on base flood elevation.
